Ms. Baviina Safia Musah is an accomplished Development Practitioner with seventeen (17) years of progressive experience in designing, leading, and influencing inclusive development programmes and policies across Ghana and West Africa. She brings deep technical expertise in gender equality, women’s empowerment, and social inclusion, with a proven ability to translate evidence-based insights into impactful policy advocacy and programmatic change at national and sub-national levels.
Ms. Musah has led multisectoral initiatives in education, agriculture, inclusive governance, climate policy, and economic empowerment, with a strategic focus on advancing the rights and agency of women, girls, and marginalized populations.
She has engaged in sustained policy dialogues with governments, civil society, and donors, and contributed significantly to policy and legislative reforms such as Ghana’s Disability Act, National Gender Policy, Land Law, and the Affirmative Action Law. Her strength lies in aligning gender-sensitive programming with national development plans, building consensus among stakeholders, and driving policy coherence across government and development partners.
She has a track record of overseeing high-impact campaigns, and facilitating multi-level coordination mechanisms for gender equality and women’s rights. She has built and nurtured strategic partnerships with multilateral organizations and donors including USAID, DFID/FCDO, DANIDA, GIZ/BMZ, SECO, and the EU. She is highly skilled in resource mobilization and results-based management. She is known for her ability to provide technical guidance on rights-based, and intersectional approaches that center the experiences of women, girls and underserved communities. She brings demonstrable experience leading teams, mentoring partners, and promoting knowledge generation. Ms. Musah holds Master’s Degrees in Development Studies; and Law and Development with strong interdisciplinary foundation to navigate the intersections of law, rights, and inclusive development.
